The Global Liveability Index 2023

EIU’s liveability index quantifies the challenges presented to an individual’s lifestyle and standard of living in 173 cities worldwide. This year’s average liveability score has risen to a 15-year high, with a return to order after the covid-19 pandemic and better healthcare and education in developing countries.

How EIU measures liveability

Indicators

EIU’s liveability index ranks cities based on more than 30 indicators across five categories: stability, healthcare, culture and environment, education, and infrastructure.

Ratings

Each liveability indicator is rated as acceptable, tolerable, uncomfortable, undesirable or intolerable. The ratings are then weighted to provide a score from 1 to 100.

Ranking

The liveability rating of a city is given both as an overall score and as a score for each category. An overall position in the ranking of 173 cities is also provided.
